RULES INTERPRETATIONS If an IU coach has used apparel or equipment items that he/she wishes to donate, is permissible to donate these items to a local high school? No, we may not provide athletics apparel or equipment to a high school. However, we are permitted to provide used apparel or equipment to bona fide youth organizations (e.g., Girls, Inc., YMCA, parks and recreation) that may consist of some prospects, provided the issuance of equipment is in accordance with our regular departmental policy regarding the discarding of equipment; further, only those organizations within a 30-mile radius of the IU campus may be provided such equipment. [13.16.1.5.1] Is there an exception to the above rule for women's rowing? Yes, an institution may loan rowing equipment to a high school's or junior club program's girl's team on an issuance and retrieval basis, and may permit high schools' and junior club programs' girl's teams to use its rowing facilities for practice and/or competition. [13.16.1.5.1.1] Is it permissible to loan equipment to prospects during an IU camp? Yes, we may loan athletics equipment (e.g., football helmet, softball bat) to prospects who are attending an IU camp, provided the equipment is necessary for participation in camp activities and is available to all prospects attending the camp. [S 1/29/93] Can IU donate used apparel or equipment to a foundation for distribution to a high school(s)? Yes, we may donate used athletics apparel and equipment to a nonprofit foundation established to distribute such equipment to high schools, provided the request for such donations is initiated by the foundation and we have no part in selecting the high school(s) that are to receive the equipment. The NCAA Core Course Review 2000 Update will be mailed to the nation's high schools from the Clearinghouse in the next few weeks. Notable changes in this years' update include:
The changes reflect the NCAA's goal to more closely align core course requirements with standards already established at the high school level. Secondary school personnel are being asked to return the core course submission forms and/or high school update information by March 15 in order to receive an updated list of NCAA approved core courses to use in time to counsel students for the 2000-01 school year. Latest NCAA Legislative Review/Interpretations Subcommittee interpretation: Recruiting Opportunities/Multisport Athlete Permissible Number of Recruiting Opportunities for a Prospect Being Recruited in More Than One Sport (Sports Other Than Football). When an institution is recruiting a prospective student-athlete in more than one sport (other than football), the use of an off-campus recruiting contact by a coach in one sport reduces not only the number of permissible contacts, but also the total number of recruiting opportunities that are available to the institution in a second sport. For example, if an institution is recruiting a senior prospect in the sports of field hockey and softball and the institution's field hockey coach has an off-campus recruiting contact with the prospect, the total number of recruiting opportunities available to the institution's softball coaches with the prospect is reduced from seven to six, with no more than two of those opportunities being off-campus contacts. All meetings are in the I-Lounge and will begin at 9:00 A.M. and will last approximately one hour. AWARDS BANQUET: The All-Sports banquet honoring seniors will be Tuesday, April 18th with a reception beginning at 6:00 p.m and dinner beginning at 6:30 p.m. The banquet will end at approximately 9:00 p.m.

RULES EDUCATION RETENTION OF ATHLETICS APPAREL AND EQUIPMENT The following NCAA Bylaws and interpretations are applicable to the retention of athletics apparel and equipment by student-athletes: Bylaw 16.12.1.8 Retention of Athletics Apparel and Equipment. A student-athlete may retain athletics apparel items (Not equipment) at the end of the individual's participation (has exhausted eligibility). Used equipment may be purchased by the student-athlete on the dame cost basis as by any other individual interested in purchasing such equipment.
Interpretation [S 5/11/90] Retention Of Athletics Apparel Subsequent To The Academic Year. In regards to whether an institution may permit a student-athlete to retain apparel items (e.g., warm-ups or uniform) subsequent to an academic year and prior to the end of the individual's collegiate participation; in order for such items to be provided to the student-athlete, they must not be reusable (e.g., they must have received normal usage through practice and competition) by other team members in subsequent seasons and, subject to the discretion of the institution, may be considered the property of the involved student-athlete; under such circumstances, such items may not be sold by the involved student-athlete if he or she has not yet exhausted his or her eligibility. Interpretation [IC 3/25/93] Purchase Of Used Equipment By Student-Athletes. The requirement set forth in NCAA Bylaw 16.12.1.8 that used equipment may be purchased by a student-athlete on the same cost basis as any other individual interested in purchasing such equipment does not preclude an institution from initially offering its student-athletes the opportunity to purchase the equipment at the fair market value. Under such circumstances, it is not permissible to provide such equipment to a student-athlete free of charge even if the institution receives such equipment at no cost. Bylaw 16.12.1.9 Summer Use of Athletics Equipment. A student-athlete may retain and use institutional athletics equipment (per the institution's normal equipment policy) during a summer vacation period. Interpretation [LA 4/26/99] Retention of Athletics Apparel and Equipment. In accordance with Bylaw 16.12.1.9, a student-athlete may retain and use institutional athletics equipment (per the institution's normal equipment policy) during a summer vacation period. A student-athlete would not be charged with a season of competition per bylaw 14.02.6 for the use of such equipment during the summer vacation period. Summer is defined as the period following the last date of final examinations for the spring term through the first permissible day of preseason practice or the first date of classes, whichever occurs earlier. During a QUIET PERIOD you may have no off-campus face-to-face contact with a prospect. On-campus contacts are permitted, therefore, prospects may make official or unofficial visits during a quiet period. Telephone calls and written correspondence are permissible during a quiet period.
